I am of 2 minds on this.
1) Billing for work done makes sense
2) Helping out an smaller force is a good thing for the province and the local community. Charging them to help balance your budget because you had 2 large costly investigations not a nice thing. Will a smaller force now not call if they need help and are at the end of their budget?
